Solved! Toshiba Laptop charging issue

My Laptop is not charging continuously but when I shut down the computer charging light is not blinking, I am facing problem only when I am switching on the laptop , please help me on this issue.

To clarify, it is not charging steadily when turned on but it is charging when turned off?

If this is correct, then your charger may well need replacing. They will often have this problem when they are going bad.
