Toshiba laptop DVDs have sound but no display of the video

Toshiba laptop running Windows 8.1 won't play a DVD from disk drive there is sound but no display of the video

Try using another video player, most people use VLC. Is this a standard DVD or one you made yourself? Does it work on other systems?
