The Touch Pad will respond to finger moving across to direct the onscreen pointer but will not respond to the final finger tap. Any thoughts?

In the control panel can you find settings for the touchpad? If it's a Synaptics touchpad there may be a Synaptics application where you can find function settings. If you can find that, look for something that says enable/disable tapping

An app by the touchpad maker might also show up in the system tray (click the little arrow in Win 7 or Win 8 to see all the running apps there)
