Toshiba laptop L350D reboot

Hello,
How to reboot Toshiba Laptop L350D

Start, Shutdown,restart. Computer will reboot

It didn't work. I also hold the power on and power off button down....it won't turn off. If I replace the bios chip...could that solve the problem?
