Toshiba laptop power problem

i have no mains power to my toshiba lap top. A voltometer shows that it is not the power lead, and the machine ran on the battery until the battery ran out. Any ideas gratefully received,

Does the adapter charge the battery ? If you try with just the adapter does the laptop boot ? What is the voltage of the adapter ?
