Toshiba laptop won't turn on!!

My laptop charger broke a few months ago so its been dead since then. I finally bought a new charger but when I connected the charger, the charging light wouldn't turn on. I left it on charge for a few hours and still nothing. I've also tried charging i without the battery inside but still no lights. HELP ME PLEASE 🙁

Do you need the files on the laptop or just want it for general use?
