Toshiba won't turn on

I have a toshiba vision AMD laptop when I push the button to turn the computer on the fan cones on but that's all! Can someone help walk me through what I need to do?

Can you connect a TV or external monitor? If the laptop is powering on the problem could be the laptop screen.
