Need to transfer contacts from a broken phone to a new phone, new phone now has same number as broken phone.

Are they sync to an online account? if yes, add that account to the new phone, If not, there is nothing to transfer.

"broken" meaning it wont turn on, screen is cracked, wont connect to internet, or what????
