Trying to connect this USB Bluetooth to this Bluetooth Speaker

So my sister brought my mum this bluetooth speaker:

We found that it connects fine with our smart phones and laptops but mum's desktop pc does not have bluetooth built in. So we got this bluetooth dongle:

We tried installing it to a Win 7 64bit pc but halfway through the installation we get: Runtime R6034. Tried removing and re-installing all the runtimes, same error. We tried my Desktop, same deal again. I tried ignoring the error, all I can see is the speaker but it won't connect and send music to the speaker (Service Action: Device Failed To Respond). I've tried removing it and re-installing and I've run out of desktop PCs to try it on. All of the laptop we have have built-in bluetooth.

EDIT: Forget to mention, I tried to download the drivers from the website but it seems to be exactly the same version as the cd that came with it and I still get the run time error.

The issue is caused due to missing Visual C++ libraries, you may download and install the Runtime components of Visual C++ libraries from the link below:
You can uninstall any existing Microsoft Visual C++ Redistributable Package and install the latest Microsoft Visual C++ 2010 Redistributable Package to check if it helps.

Step 1: To uninstall the package:
Open Programs and Features by Windows + R keys to open Run command and type “Appwiz.cpl”
From the list, find Microsoft Visual C++ Redistributable Package and click on it.
Click Uninstall at the top of the list.

Step 2: Download and install the latest package to see if it helps.
