Trying to reboot and F9 button is not working...any other way to reboot???

That would, of course, depend on the make and model of machine. Please provide.
Also, what are you trying to do, exactly? Rebooting doesn't require a function key, it requires selecting "restart" from the power menu in Windows. Are you trying to get to Safe Mode, to get to the BIOS, what are you trying to do?
