Solved! Turning off power saver feature on i7

Is it true the i7s power saver feature that shuts down 1/2 the processor cores has a way to shut the feature off? If so please share.

Control panel-system &security-power options and then you can select a power plan. I have not heard of Windows shutting down half the cpu cores to conserve power , I thought that was only controlled in the bios.

Solution
The cores don't shut down. It goes to an idle state, which btw all cores can go in idle. There's no reason to turn it off unless you like more heat and power usage, it does not affect performance.
