Audio echo where there is an initial faint signal, supposedly through tv speaker, then delayed regular output signal through soundbar. Tv says that the signal is only coming through the soundbar. I tried changing the audio to PCM but didn't fix the problem.
 
Does changing to the speakers change the behavior?

How is your TV connected to your soundbar (i.e., Bluetooth, HDMI, optical, etc)?
 
Did you try switching to the TV's internal speakers to see if the behavior changed?

Does your TV and soundbar support an optical interface?
 
I think the issue is "solved". Not really, but it seems it's neither the TV's or soundbar's fault. Turns out that there was just a professional problem at Paramount+ with streaming Dexter Season 4. I tried watching a movie through another streaming source and it ran just fine.

Try turning off the TV speakers completely in the sound settings or set the sound output to external speakers only. If that is not an option, simply turn off the TV and the soundbar, unplug and then reconnect the HDMI-ARC optical connection. This will almost always fix the weak echo.
