That sentence hurts my brain in so many ways. The S in GPS already stands for system, also I can't possibly comprehend how there could be a local global positioning system. On top of that, they are most likely doing the exact opposite of what you said, considering the only ones that use GPS are the US and our allies. The test is most likely approximating the effects of enemy interference with our system, than testing our ability to interfere with enemy positioning systems. We already know how to take care of enemy satellite based positioning systems, and it's entails hitting them with a big chunk of metal launched from an F-15.
