Hello there, I would like to preface this with that the device im using is not a laptop, but a HP All In One 19, its some weird amalgamation between a laptop and a tower pc.

Anyways the problem I'm having is that no matter what I do, my computer cannot even locate the connection I use, every other connection near me is present, except the one I use. I can connect to it on every other device, except the computer.

Things I've tried:
Restarting PC
Turning off wifi and turning it back on
Turning on airplane mode and turning it back off
restarting my modem
booting in safe mode
typing "netsh winsock reset" into command prompt
pray
please help im begging

Update the BIOS, chipset and WiFi drivers from HP support site. I have seen wireless cards and routers just not be compatible. Several people from work have had issues when they got new routers and all of a sudden their laptop did not connect to it.
