Question Underclocking a VERY old CPU

So I have a very old laptop it has an i7 640M in it and I cannot buy another laptop right now. So this laptop of mine has been thermal throttling a lot recently it drops to 1.08 GHz and I can't do anything so is there anyway I can underlock this CPU. If not is there any way I can prevent the throttling. Thanks in advance.

Yeah I did clean. it has been running better but still throttles is there any way I can stop that

Only way to know is to try, install throttlestop and see if the cpu is locked. If not, try it and the worst case is that the system crashes and comes back to normal.

I installed Throttlestop but there was no option called FIVR sooooo
