USB 3.0 not recognized by programs, just device manager

Inspiron 5221 win8.1 - usb 2.0 works ok but zi can not get 3.0 device to work on any usb port (Have 2 or each).

hmm, probably a driver bug, or they are defective.

Need waaaaaay more information than this. what device? what laptop? what OS? Does it show up in the device manager when plugged in?
