is it possible to replace USB2.0 to USB 3.0 compatible for acer aspire 5742G USB board Part no (LS-6581P)

Hi, no, you can't, what determines if the ports are USB2 or USB3 is a chip, the Platform Controller Hub (PCH). The PCH outputs the signals for USB2 or USB3.
