Can I use a VCR in place of a converter box

If you mean an over the air digital TV converter box no. If you mean can you use a VCR to convert a composite video +audio output to an RF output (like channel 3 or 4) then yes. Connect it to the line input on the VCR, select that input, and use set the TV tuner to channel 3 or 4. Your over the air antenna can connect to the VCR for convenience but the VCR analog tuner won't work for digital channels. It can record the output of the converter box (not in HD) but since there is only one tuner you cannot watch and record at the same time or change channels with the VCR.
