Can I buy a used smartphone and not pay for a phone plan and just use it to take video and upload to my computer using a wired connection?

Yes you can. An Android phone or, better still for video shots, a tablet is fully functional without a SIM card - except for making calls, that is.

I use my old phones for playing music through Bluetooth speakers. Better than the junk heap any day.
