Variable bitrate/want static

Im using the lame encoder for my wav files and it keeps putting them at 363 bitrate and I want it at 128kbps. Using Exact Audio Copy for my CDs too. Wats up with this?

Are you using the correct Lame parameters? Post your command line.

I found it. I had it on high quality when I should have it on low quality. Thats all palms need anyways.
