Probably not related to the presence of a "pause button" on the screen.
More likely to be some system issue.
Use Task Manager, Resource Monitor, and Performance Monitor to watch what is running on your system and what resources and level (%) of each resource is being used.
Should not take too long to identify some service, application, or process that is bottlenecking videos and games.
Then look into updating any associated drivers or perhaps the bottlenecking software itself if that is viable.
