Almost all computers today have a "3d video card" because there is a 3D rendering engine embedded in the video card logic. That doesn't mean anything, because they come in a HUGE variation of performance.
Your laptop appears to have a very very weak video card. If you were hoping to game with it, you have to limit the types of game you play on it to something several years old...
