You can try a program called Nyditot or dotPocket, but bear in mind that
the Pocket PCs running an OS other than WM2003SE won't fully support the
landscape display, so some parts may get cut off the screen.

How do I change to Landscape viewing in Pocket Internet
Explorer for Windows Mobile 2003, Second Edition for Pocket
PC on a Toshiba e830 PDA?

Anyone can help this newbie for Pocket PC?

Thanks. I downloaded a free-ware program that allowed me to do this.
Except, it screwed up my Ipaq and I had to do a hard-boot. Oh, well. It's
new so there wasn't anything on it yet. Live and let learn.

I thought there might be something I'm missing in the OS itself?

Not really. If you wanted true native support of landscape support in
the OS, WM2003SE will provide that. Versions of the OS before that tend
not to fully support landscape view. Back then, everything tended to be
hardcoded for a 240x320 resolution, but this is now changing since
landscape is supported in WM2003SE and square resolutions and VGA
resolutions are now paving the way for the future of mobile devices.

Usually, it's in the Settings of your PPC. Look for a Screen applet, and
there should be a setting in there for changing between a portrait and
landscape display orientation.
