Taiwan is the "Republic of China," and has a democratic representative government.

Mainland China is the "People's Republic of China," and has a pseudo-communist authoritarian state oligarchy.

The first Chinese government was the KMT Nationalists (who are now based in Taiwan). The KMT was defeated by communist rebels in 1945 after being weakened by the Japanese during WW2...so technically, mainland China under the communists are the 'renegades.'
