Watch Dogs 2 Direct X 11 Problem

So this is something that I've searched A LOT for and can't find an answer. Here's what happened

So the game had some problem with the EAC at first so I just used the disable internet for the game thing and it worked, the game launched. But after launching it shows the Ubisoft logo and Nvidia logo and then shows "Loading, please wait" which is the first line of the epilepsy warning page and then crashes. I did not know what the issue was until I tried using the game with the force WARP in dxcpl, this made the game run but gave me 1 FPS. And then I went into DxDiag and in the display tab, it read "Feature level: 11_1, 11_0, 10.0...." which obviously means my PC should be able to at least start the game without WARP.

Processor: Intel(R) Pentium(R) CPU N3700 @ 1.60GHz (4 CPUs), ~1.6GHz
DirectX Version: DirectX 12
Feature Levels: 11_1,11_0,10_1,10_0,9_3,9_2,9_1

you getting 1 fps because the cpu is weak. and the igpu too is weak.
