Watch tv on computer hardware

I want a machine or hardware that will let me watch TV on my Desktop/Laptop. I live in the United States so I don't know what works with my area. What do I need to buy and where can I get it? (I have tried to buy a one time (watch TV on computer) online fee charge but that didn't work.) I am a college student on a tight budget.
