What does it mean when you can buy a unlocked phone

I need to know what they mean when they say unlocked phone also it states that you can get the phone with a sevies plan my question is if I buy a unlock phone can I attavate it under and cell phone company

Unlocked phone is a phone which you can use in any country with any operators;whereas, locked phones require a specific operator.(For example,AT&T iPhone 4 is locked and can be only used with AT&T network;whereas, Apple UK sell unlocked iPhones which can be used with any operators)
