what does it mean when your phone wont turn on but its charging

My phone wouldn't charge, but now the green light is on like its charging but it won't turn on?

That it's broken? On a more serious note however, how old is your battery? Perhaps the battery is taking a charge, but has insufficient voltage to power on the device? Has the battery been drained for any significant length of time, overheated, frozen, or otherwise physically damaged?
