What does sent failed mean from a cell phone?

When I send a text message and view the message details I get "Sent Failed" what does that mean? I go to view the message report and it says pending....it isn't a network issue..

It means sent failed. Try again.

It doesn't have to be due to low signal. You can get that problem even in good signal area. May be a congestion on the network where network is working at its carrying capacity limit.
