I believe the Elgato requires a quad core CPU if you want to record at 60 FPS; so something with at least an i5-8250u, an i5-8300H would be better. As for a GPU, that depends on your budget and what's on sale for Cyber Monday... assuming whatever country you are in has such a sale. I generally recommend nothing less than a GTX 1050 Ti at this time, but the GTX 1060 is definitely better.
