what is the problem,my laptop battery is charging and blinking double red

I bought new battery for my toshiba laptop but when charging,it will be blinking two red light,if i unplug and plug again it will start normal and then the problem continue

Hmm pretty weird. I believe that means either the battery is defected or there is an internal problem. Where did you buy this new battery?
