What laptop should I get?

I could usually pick myself; however, I will only use this for school, and programming. Not much use. I would like it to be fast, but not so expensive. I will do no gaming on it, that's why I have my desktop. I was looking at microsoft's surface, it's probably going to be out of my price range. I need ones probably less than $450.
Also, I would want a touch screen. Something like the surface would be great.

At that price range, look for something with a core i3 haswell. But i don't think you find something powerful enough with touch screen at 450, maybe some pentium or celeron machines with 14" display or less.
