What this mean if your phone wont turn on in keep saying htc and rethinkable

You can try to reload the operating system, look for a rom flash for your phone from the cell phone company, it will set it to factory defaults, it may stop rebooting after that.

You already tried a hard reset? Did you take out the batter and put it back in at least?
