You probably can't, this can happen if the hard drive is failing or there is some error in the partition used for the restore.
Best thing to do would be to replace the drive then install Windows on the system using recovery media. Or you can just try installing Windows clean on the existing drive using a disk but that won't fix any drive issues. You'd need to run a test on the drive using a utility from the drive vendor or from Toshiba's support site.
