This tutorial will help you solve the problem with your HTC Vive Touch Controllers. Every time you decide to use the controllers you will need to make sure that they are charged and turn on. If you want to turn on your controller than just simply press the system button(the lowest button on your controller). When you are sure your controllers are turned on, and even then something is not working right, this is the tutorial for you. Follow this steps if your HTC Vive Touch controllers are not recognized:

    ■ If you want to charge your controllers than just plug in into an outlet the micro USB cord and power adapter. If the light is orange when you plug it into power then the device is charging right, and when the charging is over the light will be white. Also when the controller is fully charged when plugged in, the LED color may be:
    ■ Green – if the controller is fully charged and turn on
    ■ White – if the controller is fully charged and turn off
    ■ If the light is blue than the connecting is not successful. To repair your controllers just go to SteamVR – Devices – Pair Controller
    ■ If your controller is not responding and the light you see is solid red than you will need to try to reset your controller. To manage doing this press the trigger, menu button, trackpad button, and gip buttons, all the buttons except the system button. While doing this plug your controller into your PC with the micro USB cord.
    ■ Wait for at least five seconds while pressing all the buttons and then you can release them all. Next unplug the micro USB cord and reset.

If you do all of this than your controllers should work just fine.
