What will happen if i Upgrade

i have a Dell Latitude E5510 with windows 10.
i was wondering if i upgrade my ram, will it increase my vram?
i ask cause i want to play my gta4 copy..
also, my vram is only at 64mb, my current ram is 4gb,
and my bios doesnt have an option for vram anywhere, help will be much appreciated!

its a laptop, and yes, gta4 does run even though it says it cant- that site doesnt always mean it wont run, but i have to run it threw a comand line, at bare minium settings, running at 15fps(playable) but i'd like at least 20, do you think the upgrade would work to get me to 20fps?

I don't think you can get to 20fps if can't change the dedicated video ram amount.
