The system asks me to select which language and then to either turn off or trouble shoot and then just loops in this way.

You need a Windows disk to try to run a repair on it. It may also be a bad hard drive, that is often the cause of Windows not being able to start. See if there is a disk check utility in the BIOS you can run to scan the drive.
