Usually means needing to reinstall Windows. Since it is an OEM machine you might have a recovery partition, or the original discs. Check your manual:

I've seen advanced troubleshooting of Windows boot issues, and it isn't something that can be communicated over a forum. It involved some very in-depth tools and a working knowledge of the Windows OS that most experts don't have. (And I certainly don't)
