When streaming does it download to Chromecast?

When I hit 'play' for streaming a movie my TV screen says 'downloading'. Does it download to my Chromecast dongle?

I don't think that the Chromecast has any actual storage but it would have enough memory to buffer the video stream so small interruptions in the stream aren't noticeable to the viewer.
