If the phone is locked to Boost mobile, you will need to stay with Boost mobile. Unlocking cell phones in America is illegal and you therefor can't have the phone switched to a different carrier.

That means there's nowhere you can go to have it activated for free; you will need to go through Boost whether it be in-store on online.
