I have the following specs:
1.Intel Core i3-3220 (3rd Gen) Ivy Bridge 3.3GHz LGA 1155 55W Intel HD Graphics 2500
2.msi h61 p20 g3 motherboard
3. Corsair vengence 4gb x2 ram

Solution
First off, you want to consider upgrading your CPU before trying to play GTA 5. It works better with a different GPU. But a 1050 Ti or RX570 should be good. You don't want to go too cheap with parts, because it will either cause frustration or be obsolete pretty shortly.

Just buy an RX 470 or 570. My brother runs GTAV on an i3 6100 (which is slightly better than yours, but not by a whole lot) with a 1050 ti (slightly worse than the 470 or 570) and 8 gigs of ram, and he gets 60+ fps on high settings in 1080p.
