Looking at two computers for games like total war Attila, warhammer, steel division Normandy, war game red dragon, maybe arma 3, and games like Ck2 and Hoi4.

If you mean GTX 1050 I'd go with that one. It's quite a bit better than the 960M as the 'M' series are cut down versions of the desktop models while the GTX 10 series is the first mobile line to NOT be cut down variants of their desktop models. Even with the i5 instead of i7 you'd get better performance in games with the GTX 1050.
