Sometimes this has to do with increased compression. Whoever sending u the video has detected your Internet speed has slowed (typically increased traffic on your limited pipe), and it automatically adjusts the amount of compression sent to you to keep from having to buffer and stutter. They may even drop you from initial 1080 to 720 for example.
