Why can't I log into PayPal?

I tried to pay rebtel with PayPal,but it says my PayPal account has limitations.
Now I can't even log into my PayPal account

did you contact paypal, only paypal can fix their issue
Or tell us the exact message, "can't even log into" doesn't tell much
