Why Can't I Play Fortnite with V-Sync Turned Off?

I play on an Acer Nitro 5 Gaming Laptop (GTX 1050ti and i5-8300h). When playing Fortnite I have to use V-Sync or else I get screen tearing and the game doesn't feel smooth. I try capping my frames at 60 (my laptop monitor is 60hz) but I still get screen tearing. I have changed my Nvidia settings many times, changed my games priority, put in-line command arguments into the Epic Games Launcher, but nothing has let me play without V-Sync.
