Why do I not have 60+ FPS on high graphics

Hello, I am just wondering what's causing my FPS to drop in games
Specs are:
Windows 10 64 bit
CPU: Intel i7 2.6 GHZ (3.6 boosted)
Ram: 16 GB Dual-channel DDR3 @800 MHZ
Motherboard: Lenovo y50-70
Graphics: 2047MB Nvidia Geforce GTX 960M
Storage 1TB harddisk with 8gb SSHD

edit: Basically my question is - Why am I not able to run above 60 fps on higher than "low" graphics GTA 5

Yes, but even if you did have the 4gb 960m it wouldnt matter as its a 128 bit bus and can only use 2gb. You would be able to play it well on the 970m or 980m though

Solution
Well i'm able to run it at a mix of low-medium and high settings. you just have to know which graphics setting to disable, and which settings to set on high. ran it at 40+fps at 1080p with my 860m
