Why does my phone say this number has been restricted on all my contacts

when i call someone it says this number has been restricted on this phone but it has been working fine before, how can i sort it out??

u need 2 go 2 yr mobil phone company and tell them whats the problem so they could help u!

It will say restricted if the phone is outside of usa
