why im on blacklist

Blacklist means you're blocked. Don't know if it's from a bad credit score, unpaid bills, or what not.

Did you ask "them" (whomever they are) why you were blacklisted? Because since they're the ones that know, we can't really tell you why.

It's likely that the phone's IMEI is blacklisted, not the person. Stolen phones and all that.
