why is my samsung galaxy 3 screen just white

When I turn my phone on it is either all white and I can faintly see the keyboard or it is white and fuzzy. I did get a brand new battery but it is still having this issue. Is it broke?

Most likely an issue with your screen itself. Ignoring the possibility of actual damage to the screen (which is very possible, and you should have somebody check), it may mean that a connector came loose somewhere. It's hard to make a guess with the details given and not being able to take it apart to inspect. Would highly recommend taking it to a repair shop for a proper diagnosis.
