Will a Core i3 2370M and 4GB of Ram bottleneck a SSD ?

no.
if anything the bottleneck between the CPU and the HDD will be alleviated somewhat. Storage has always been the slowest part of the system.
that being said there is no way an ssd could bottleneck a CPU. with 4GB RAM the SSD will make quite a bit of a performance boost as access times will be reduced by a huge amount
